League Decay?

So can someone explain to me the details on what "League Decay" (i guess what ill call it for now lol)?
I know for ELO it was after 3 weeks of no ranked play if you were above 1400 elo you would lose 40 elo (i think it was 40)
and i know there is decay for Leagues because i remember reading the only way to drop from gold or higher would be from long periods without play. Can someone explain to me the details on this please, i havn't been able to find them

28 days and you start to decay.

by how much and at what league does the decay stop though
