He can basically Blood Boil his entire team, has global presence, and almost free ranged harass that gives him bonus gold on kills, and a free cleanse/heal. If you can't get super farmed and put some pain down with GP you should probably just pack it up and find a new game.

GP is trash tier in S3, S2 he was fine but now he is pretty bad, not viable at all but he is still fun to play.

AP gangplank has parrleys on par with critplank (lich bane too good), and dat ult.
Still a bad build.

Gangplanks team steroid is the main reason to use him basically, and golbal ults are always amazing.
