But the only stat Leona wants from RoA is the health. Her AP scaling is ass, glacial shroud is enough mana for most tanks, and RoA delays buying CDR which is far more important to her. Leona has excellent cc but will never do anything vaguely resembling damage past the early game unless you play her AD carry. You're better off just just building her pure support tank and doing damage by keeping your team alive longer.

The trick is, if your team won't stay with you then you just stay with your team. If you're initiating fights alone, the problem isn't your teammates. If your team IS with you and they don't capitilize on your initiation then you weren't going to win even if you picked Amumu.

If you initiate and your team isn't coordinated enough to follow up you are useless since you do no damage and are not mobile.

I don't have a 4 man premade to play dominion with, so leaona isn't viable for me.
I'm guessing neither does 90% of the other people that play dominion.
So just stick to Blitcrank/Tresh/Nautilus.

You're so wrong. The whole point of focusing on AP items with utility as opposed to just grabbing tanky gear with utility is because this build actually does a lot of damage. It's CDR capped, and it has Gauntlet's proc and BFT's proc to amp up the damage while sitting on over 250 AP for that little extra kick.

The burst from this build while providing incredible utility and sufficient tankiness is amazing.

RoA's stats aid Leona much more than Frozen Mallet's stats; and as Leona you need to build a massive health item. The problem with pure/support tank Leona on Dom is that she really does no damage; if it's AP Amumu vs Tank/Support Leona, Amumu's team is going to win because their tank is dealing a lot of damage while being a tank.

All that you just described could just as easily be applied to a Maokai, with greater success and utility that isn't dependent on tenacity.
Or a Nautilus.
Yes , you can make leona do some damage with ap items and partial utility like Iceborn.
Why wouldn't you just pick champs that also have good mobility/ actual consistent damage is the real question.

Maokai lacks the innate tankiness that Leona has through her W.
Nautilus can't engage through a wall without vision; he can't initiate through a wall at all. He's also not known for consistent damage.

The thing about a CDR capped Leona is that you're using abilities all the time. Her Q gets down to a 4sec CD and her W only has 2sec of downtime. Her ult is only on a 36sec CD. You combine that with Gauntlet procs and BFT passive along with a good chunk of AP and MPen, and Leona has very consistent single target and AoE damage. Throw in a Sunfire cape for some damage. She also increases the damage of all her teammates during those fights. She may not be able to proc her passive on her own, but when her teammates are procing it, it does lots of damage.

I'd be curious to see it an action. I give Leona a few spins whenever she comes up with a freeweek (which seems to often these days), and I've never been too impressed with more damage heavy builds. It's great early on, but it seems to drop off a cliff as the game goes on and you regret not having more durability.

One of the highest elo players, someone who was on the team that just won the tournament, plays Leona on dominion and kicks ass with her. Have fun trying to convince people who actually know what they're talking about that Leona isn't viable on dominion. That's one of the most ridiculous things I've hard.
