Like, have a test be "make a champion complete with lore and skills" or "post your compendium" and if they show that they have potential, let em in. If they're new, they will need to learn, and that will be the purpose of the player concept forum. But that's just me. If you really want to make it a better place, you need to get rid of the cruddy 6 line concepts and people who just don't learn. Only let people join who are truly interested in development, not purely recognition.
I know this sounds a lot like a "champcrafting guild" with an application process, but that's one of the best ways to filter out the detritus. Call me elitist and you wouldn't be wrong.

I do see what you are talking about, but in my personal opinion, that's not the kind of behaviour I'm intending. If I'm super selective about who gets in, then it will limit growth, and limited growth is what breaks forum communities (hell, I saw a forum get shut down due to lack of people frequenting it first hand.). Plus, considering there is a whole separate forum just for guides and advice at Champcrafter, that makes it a more accommodating place for people starting out, if you know what I mean.
Also, I like the idea of making tags rather than separate forums and will look into it. In the meantime, I have school to attend to
