I know she's gonna be an ADC. It's just that those three are always considered "UP" when they come out. Look at Nami and Thresh. Since it's a damage based champ, she's going to be considered "OP".

thats the thing though.. there was no mention of an offensive steroid

Check her passive. I'd call Lulu style bonus damage and effects a steroid. Especially if they scale off a stat.

EDIT: Traitor track is also a steroid.
