So long as by ADC you mean ranged AD caster, then it's true. Some "ADCs" didn't even bother building AS because they don't survive for very long if they want to auto-attack more than once in the League of Bruisers. It's now about chucking your burst AD abilities from long range. Displace in/out after maybe 1 auto-attack. Traditional auto-attack ranged AD carries are being phased out in favor of ranged AD casters.

Hurricane is still a bad item . PD or SS is better.

It's still current health... and a 1% increase to current health? lawl.. it's not THAT great.

The effectiveness of PD and SS depends entirely on how much Crit/AD you're looking to itemize.

If you want to stop building offense as of 2 relatively low cost offensive items, BotRK/Hurricane is about as good as it gets because of the absurd increase in Quickdraw uptime.

It's a completely different job from that of a normal ranged autoattacker and makes him significantly more antibruiser early because of his increased kiting ability and his own increased natural tankiness.

You'd be amazed how fun having Quickdraw on a ~5 second cooldown can be.
