A group of friends and I were playing on PBE and I was building a Blade of the Ruined King. As I tried to buy the Cutlass it wouldn't show that I had bought it. I can't confirm if the gold went down also but the item would not buy. You can directly buy the Blade of the Ruined King but not the cutlass. This has been confirmed by two other friends of mine.

Edit2: It doesn't waste gold, the item just doesn't buy.
