I believe its a tax. When you next earn LP it'll take 9 from you.

You can go negative, but only by dodging.

It's not a bug. Riot commented on that at some point. The reason is that they don't want players to be demoted for dodging, but they still want the penalty to apply.

I ll never get, why its better for RIOT to play with troll then dodge queue. Ppl rly wont waste 30-40 min, to play match which s already lost ( 4 e g 5 ap champs just for lulz ). Time penalty ? ok but - league points, for me it hae no sense
