Talk with him and tell him to stop, unless hes a complete ****** he'll probably stop. If you own the router or pay for the internet, then tell him he won't be using your network unless he stops.

Install DD-WRT firmware on your router, or another custom firmware for your router that allows you to control Quality of Service and then set League of Legends to maximum priority, whist setting all Peer-to-Peer traffic at the very bottom.

Set up a Quality of Service arguments on your router.
Your router will now prioritize Traffic that isn't Torrent traffic
