I'm feeling like I should improve my reviewing skills and taking into consideration all I know with scenarios I ponder. Here are my thoughts.

Ya see, things like Crit and Crit damage are so risky for an OC Champ is because very quickly early game, it's op. I have Crit Chance up to a certain percent with my rune page, it cost me a lot of time and possible champions but it was worth it for a complete page. In Pvp, all you need is a lucky crit and with this champ and full crit page, it'd be too easy to get crits. Tryn has the somewhat similar but it's fair because he has to keep attacking things or it goes away. I don't see how anyone can get away from this champ early game even if they land a good hit on him.

See, I noticed you were trying to make it fair and not copy off of Vald, points, but, 4 seconds is far to long and almost a waste, the whole idea is also pretty op in itself since he's listed as an ADC. You could start teamfights and end them quickly without even trying. Hell, with enough AS and the Frozen mallet you could easily destroy a Darius with this.On another level, this move also leaves you open for full minion destruction. 4 seconds up, and now everything can target and eat you, not only that but if you become untargetable, you know how easy it would be to use this, walk past a turrent a recalling champ, back-hand them, and then laugh as they rage?

W - (Vampiric genetics) - Lionell passivley gains (2,4,6,8,10%) healthsteal and movement speed, which can double when activated for 4 seconds but loses his passive on cooldown. 9 second cooldown. Cooldown refreshed when killing an enemy champion. During bloodlust Lionel's passive is tripled.

Lifesteal* Now given the champs I play, lifesteal in any amount is a godsend. Though having it doubled along with MS it can be very easy to stay in lane by just. Activate, smack smack smack, hide, repeat. Not only that but say you get that last hit on a champ who just so happened to get in to close, CD over and you can possibly stack this until you it doesn't matter how long it lasts. For ideas like this you have to put down, 'stackable,' 'Timer's not reset on activation again.' etc. otherwise, teamfight, activate, get first kill, activate, second, and soon it's 50% and you suddenly don't feel pain anymore. Oh and tripled on Ult, while a good idea in theory, extermely op in practice because then the stacks go from, op, to Rage Quit.

I don't even think I need to state why this is op or why developers would pull their hair at this. Similar to Shaco's Q but more effective at getting your mark. Though you need to say if it does Damage or not, if so, how much? What's the range on this? Is the leap like Jax, Pathn, or Kha' Zax? You have to also say if this is affected by your passive because that adds to percentages which changes the amount of damage done. Also, no CD on enemies with that low health, just slap so speed on him, a slowing item, and congrats on that penta you just got. This is more then unfair and op for anyone fighting against him. His kit is entirely based on doing high damage with crits almost as a garentee. It would he easy for him to go , smack smack punch, ult, leap of doom, dead, repeat on ult CD. The amount of burst damage on this would mean it doesn't matter if he's squishy, it matters if he's 1 v 5 and I still put favor in his skills that he'd take out two or three. Heaven forbid he went jungle and had buffs, might as well just put your hand on the enemy nexus and say "You weren't ever meant for this world."

Op, op,op,op,op,op,op, Darius fed would be killed in 4 seconds. This....this just no. 50% extra + crit chances + crit damage increased, means, when ult is poped, someone is dying. Your ult is not your 'I win" button, it's you 'Big burst' or 'Steroid' it's never suppose to be an instant gut and laugh. If you had two buffs, maybe, but not with that high of a buff. Why both having a support with this champ? Why bother even fighting against him? See, when I was in pvp, and I fought an EZ as WW, I went into that fight knowing it was 50/50 if I was the tankiest champ against this one, I'd still say it was 20/80 even if help. Rune Pages would be deicated to making this champ god. Masteries would be redone just to make sure he gets the best advantage always. Noxus would cower in fear against him. Thresh would debate if getting his soul was worth it. [Insert more league related stuff here]. The whole kit itself is just a one-click-I-win. I feel like if I were to use him, wait 10 minutes and then start to join the fight. I would still get a vast majority of the kills before gg with my team winning.
Overall, as it is, this kit is based on Auto-attack. As we've seen with other champs, it's not the worst thing in the world, but with all the buffs, and power you've given him, it's too much. You need to include things like Range for one of your skills. While he doesn't seem to have an CC. that is a problem easily solved by items. Even then with the amount of speed he could have, he might not need a slow. The only thing really stopping him from dominating everything are turrets and in Domination, heaven forbid someone run into him. I would feel bad for bots if they had to go up against this champ.
Here's some suggestions on how you can change him though, to make him a little less op and godly. Oh and before I begin this no mana thing? No, you give him energy or mana, otherwise he never needs to leave lane. I would've said health is viable option for this but not in this case where he gets a passive that has lifesteal. Mana/Energy provide it so you can't spam skills at infinite. It's so easy to wait in a bush with a ward and a potion and then leap out and murder.
Passive: Either Reduce the percentages to a lower number, or get rid of one, I'd recommend 5% percent crit chance, and 2.5% crit damge extra. If you math it out, every 20 attacks he has a chance to crit + whatever chance masteries and runes add.
Q: If you are gonna make him untargetable, make it after 2 seconds of attacking the target he becomes targetable by them only. Don;t have the amount of time you can be untargetable increase. Make the CD high and reduce that instead. It makes this much more fair because think how easy it would be to walk past turrets and wait for enemy champs before the minions even spawn. Or reduce the damage penalty he takes, just don't increase the time untargetable.
W: Add the following 'This move is not stackable" or "Timer is reset upon activation while this spell is still active." It makes it so you want to get that kill rather then you garentee your kill. It also causes you to think. Will I be able to finish off this champion? Should I risk running in their, getting the kill, and trying to run out? You'd have to think your next move out, like an assassin always should. Also, just remove the part about it being tripled during your ult. The ult itself is a good enough buff that if you activate this afterwards, it's only to give you a better chance at a chase or to get away.
E: Add if the Leap itself does any damage or it's it's literally just a "I wanna hug you" button. If the leap doesn't, I suggest reduce the CD on it, but remove the "During bloodlust seeking the jugular has no cooldown against enemies with less than 25% health. " bit. Once again, it is so simple to just 'Leap, smack, enemy slain, leap away or two another victim' that leap should be a risk to either end someone, or jump to safety.
R: Remove one of those buffs, reduce the % on whatever you didn't remove, give it a bigger CD. Going based off the Lore(which I'll address only upon request) Lionell shouldn't want to use this as often as summoners would make him do. He doesn't want to embrace his vampiric nature he wants to get rid of it. If you want my imput, give him the AD and Lifesteal but not the Movement speed as well. If anything put he can't be affected by stuns while like this to replace the MS. It would make sense Lore wise as well as be more fair.
Now these are just a few ideas from a reviewer who's reviewing skills haven't been rated at all. Better help can be offered by Moby the White, Flames of Terror, Zarkof, etc. though it doesn't mean this should just be ignored, it just means consider everything, do some research. I did my best not to change his kit entirely and to keep his playstyle still very much assassin like. I wish you the best of luck in this concept and I hope to see it improved greatly.
