There's not a lot of information to go on between them. And unlike Lux, she does seems to sincerely like Demacia. I'm all for the rival/foe ship, but if you're implying something like canon, then I doubt it. Though rival ships does seem rather popular at Riot (Ironstylus specifically )

Quinn likes Demacia but she was disenfranchised for a time because of what happened in her past and we already know that Talon has helped Demacia, and Jarvan IV, in secret when it was a matter that effected both Noxus and Demacia. Of course you could chalk it off that he only went there to protect the daughter of the man that made him who he was and we already know Katarina has strong history with Garen. Either way, Talon doesn't particularly hate Demacia, they're just his enemy that he will work with if need be.

That and she uses a bird and Talon is named off a Bird's weapon, their Talons!

Clearly Talon was destined to be her lover, as it's quite the habit for well known Demacians to seek love outside their borders.
