Lowering the CD may make the skill more spammeable and in the long run Darius would have better performance in duels.
I would agree with you, but since Crippling Strike's cd is lowered for every stack of Hemorrhage on the opponent this ability can have a cd of 3 seconds if used on an opponent with max stacks. I think changing the cd on this ability might be a bit much, but there is another option. Now many abilities with slows have recently been changed so that this slow deminishes over time, if Darius' Crippling Strike is on that list I think increasing the slow might help.
Another option is to look at the underline reason for this change. Crippling Strike is used to catch fleeing opponents, well then we could also look into his mobility. He currently has a MS of 340, and Hemorrhage gives him +5% MS for every enemy champ that has a stack of Hemorrhage on them. We could up the bonus MS from Hemorrhage, but then his MS in a team fight would sky-rocket. Another option would be to increase his base MS. Maybe to 345. Riot doesnt seem to like buffing/nerffing MS of a champ more than +/- 5.
