The person kicked would also have the regular wait and point loss for "que dodging" or not if you think the system could be abused.
I feel adding a simple vote to kick to a lobby would save a lot of hassle and headache.

New trolling meta: act like you'll co-operate if you think they'll kick you and just AFK in-game and/or feed in-game. Legit trolls who are actively out to mess up your day will be unaffected. Legit players may be inconvenienced.
Also, it would be rather unfair to the last guy. "Hi new guy. We kicked the last guy because he didn't want to support. So you get to support."
Also, what happens if you want to kick the second guy? Indefinite kicking? Are there time limits on choosing? Logistical issues make this idea infeasible.
