I want to be able to create characters/images like the one I posted but I can't draw to save my life! Is/Are there program(s) i can use to be able to do this?

Programs are just tools. Art comes from artists who understand foundations in applying those tools to make art.

Practice practice practice.
Not everybody was born with such an affinity for art; I certainly wasn't.
You'll need dedication for a work such as that.
