I've had a lot of games where people complains a lot with lagging, having high ping, internet problems etc. you also may had the same problems, but last game I started with 900 ping and I couldn't do anything at all, also this didn't ever happenned to me, my team didn't understand me and I'm probably reported, my idea, don't know how possible it is, its that you Riot make a pre ping test so we don't waste our time feeling terrible and being unable to play well, this may help a lot of people where the internet really sucks, like Mexico -.- and we can manage to play with all our ability, making this game a little less frustrating
