Hecarim was not as ridiculous as he is now, most tanky junglers have become a severe threat because of the health meta. I don't know what to say. Amumu, Lee, Malph, Maok, Shen, Udyr, are all affected by the health meta. Anyone that builds Giant's belt, Warmogs, Phate, Frozen Mallet, etc.
