What if it was a simple 60 second penalty, and each subsequent dodge within 10 minutes adds another 60 seconds?

Enough time to be noticeable, but not too much so you can't dodge for more legitimate reasons than not liking your champ.

Or even add a "No dodging" option that can be turned off - any leavers would not be allowed back and would get a dodge penalty.

all they have to do is put it in a match making que and use the existing que dodge timer. 5 minutes is steep, but that is the cost of dodging.

Should be a formula of 6 seconds of additional wait time for every dodge you have done from the previous month, for the entire next month . dodge again during the new month, your dodge counter will not be refreshed and now you have to suffer your trolling exponentially till you quit playing or make a new account and decide to be a good little summoner.

make it AT LEAST 5 min and and each subsequent dodge → 15min → 30min → 60min...

it's ALL RANDOM for a reason, if you want to pick champions play blind / draft...
