These are like the best skins ever and these guys did an amazing job. I think adding user made skins to the store would be awesome and allows Riot to interact more with it's modding community.

They do add user made skins to the store, just not all of them.

See Frosted Ezreal and Bilgewater Katarina, and Exiled Morgana, the ones I can remember off the top of my head. I'm pretty sure Chrome Rammus was a community made skin.

While they do not always mention they are taking them they do E-mail the creator to let them know and they give them some Riot Points.

Well they should add these!
