why am i still getting queued with people on my ignore list

whats the point of the ignore list if i get these same people on my team i put the on the ignore list because there bad and ******ed then i get in a game with them and they do the same thing so can i get it to where i get these people on my team?

ignore = chat
you cannot block them from joining your game
