Problem still occurs at random intervals. Seems to spike around 9-midnight EST. Well for me anyways.

I have the same ping problem... it normally is at 120 to 140, but it goes higher to 300-400 and sometimes even to 600-700ms ...

The lag happen estimated last week.

Check if people are leeching off your internet.
Do you live in an apartment?
If so create a password for your wireless internet if you havn't already

It's serverside, i just played a whole game whilst sitting on 1600+ latency.
You can imagine how hard it was as mundo, with 2 seconds of delay, on my cleaver >_>
