does Archangel's Staff keep all the bonus mana charges you gained from tear or do you have to start again from 0?

The bonus is not linked to any item, so it is retained even if you sell the items and the maximum remains at 600 even if you buy multiple tears/staffs.

How does Warmog's work, since the bonus is non-unique? Is that tied into the item itself?
