With a Long Sword and Offensive Masteries, Pantheon can reach about 70 AD at level 1

His HSS deals - 4+28% * 2 (Double Damage) * 5 his AD = 40+280% = 236 * 1.05 = 247 damage

With Armor Pen mastery and runes, You will literally take all that damage


Compared to say -- Garen
15 + 35% AD * 6 = 90 + 210% = (70 AD) 237 * 1.05 = 248

huh... Garen is still stronger at lv1... nevermind then

Garen can also move and reduce your slows while he's at it oh my god. double rainbow.

garen>pantheon early-late game -_-

more damage early game, more survivability late game... and more damage

If you're going to be like that, fine. Panth has a distance closing ability combined into a hard CC whereas Garen does not.
I don't think Panth is op or anything, but I just think your argument is fail.
