Are the exp quints working?

When I jungle with them, I am usually ahead by 1 - 2 levels. I decided to jungle in a practice game against my friends, and I was just barely ahead of my friend in exp who was jungle nunu. I was WW, are the exp quints working properly?

A really good use is that 2 exp quints + exp mastery = 1 full levelup from red buff
