So just at my first several glances i noticed that the Rune Page Package for me is grayed out for purchasing because it would put me over my limit. I currently have 4 pages, 2 from release 1 from buying with IP 1 from the reward for Riot winning the award The benefit of buying that package in RP is obviously greater then buying each page individually. I prefer not to buy with IP as even though I have quite a bit, I prefer to use it for runes / champions that released. Is there a way to buy the package and just cap out at 10?

thats weird. riot increased the amount of rune pages by 1 so that if u bought 1 u cud still buy the bundle. then riot gave everyone a free rune page which was meant to increase the maximum of pages u can have.
