Hey guys a few quick questions about combining Nunu's ult and Rally:

1) If I level Rally in masteries will I get the extra 20% magic damage with the ult?
2) Do I need to drop Rally before I execute the ult in order to get the bonus, or can I wait during the 4 seconds and before the blast to ensure I've snared enemy champions?

Sorry, Melonyan, just wanted to make sure [maybe someone has already tested this before], otherwise my whole strat with Rally is wasted on an incorrect assumption.

I drop rally first, then ult. I figure if I'm ult'ing, my teammates must be near, so I'll just drop it anyway. Getting your rally down early will help your team immediately, rather than waiting at 2.5s in your ult channel (imo).

That's actually a very good point, since you want to maximize the damage output of your allies (and heal) while they are attacking the opposing champs affected by Nunu's freeze during ult.
