I need to know if there's a way to bind right control as a hotkey for your abilities / spells.

I've even gone as far as to change the actual key itself in my windows registry to function as Q, and everywhere within Windows it no longer acts like Control and produces Q. Within the League of Legends client in any chat boxes it produces Q (even in game). However, if I'm not in a chat box right Control will not function as Q.

I've bound hot keys to my mouse, other areas of my keyboard.. but there are apparently some keys that cannot be bound. How do I change this?
