The best way for me so far is by using a jarvan 4 and ulti him. he cant do a **** for 5 secs and 5 secs is more than enough to kill the team

5 secs? More like 3.5 secs.

More importantly. Singed isn't trapped in there with you, you are trapped in there with Singed.

Denying him farm will more often then not shut him down until he can get enough to become a problem. Putting harass on him early on will force him into defensive play and you'll be good for laning phase. Mid to late game, you need to never chase him unless you can definitely get the kill without getting baited or overextend. CC him so he can't fling you and basically if you can put distance between you and singed, you have successfully countered him.

Nobody knows how to actually counter a singed. Too good. Just look at Dyrus, he's having a hard time going against the last 5 Singed players.
