well, works like this now:
you can buy for 6300 IP as many rune pages as you want, or just grab five dollars out of your car to buy them.
you can also drop twenty bucks to buy seven full pages.
I want to play about seven guys, so I'll need 5 pages. do the math, that's 31500 IP. it will take me a looong time to be able to play shen, annie, warwick, tryndamere, master yi, mordekaiser, and ashe!
or, I could grab some 20 bucks (since I have 350 riot points and never bought anything with RP..weird) and buy the 5 pages individually. The thing about that is it costs more though, so I would rather grab the 7 pages which equals 9 characters I could easily play.
the problem now is that I'm gonna break the bank with all those tier 3 runes!
