This is the player mentality created in LoL. We had an eve on our team who just didn't care, and fed the enemy consistently for the entire game. Riot claims this is a "competitive game," yet player attitude says otherwise. Players just don't care about being reported.
And this guy was a smurf account, so "does he care" if his smurf gets banned for a few days? Nope.
