I run jungle Udyr on my standard jungle tank runes (as reds, flat armor seals, scaling mres glyphs, hp quints), 1/16/13 masteries, skilling sequence is R W R E Q R... and then I split it up depending on how the game is looking, if you can play offensive, you max both tiger and phoenix simultaneously, if you need defence, you invest in turtle. With tiger now being worthwhile at lvl 5 you end up with bear on only 3, but it's utility is still there, the small speed boost however, is not.

Also, begin with a Cloth armor 5 pots, and you will want to build towards wriggle's, because it's a much safer decision than bloodrazor. It gives you more map awareness, high lifesteal with procs and easier time clearing out minions or jungle. This means you can build towards sheen -> triforce as your damage item, instead of bloodrazor.
