A lot of people claim that Veigar is underpowered, I disagree, however I have an idea that would do little to no diference in high elo, and craploads of diference in low Elo.
Make Veigar's Baleful Strike work like Annie's Desintegrate, if it kills, have mana refunded, simple as that, it will give Veigar more staying power, and worthwhile farming with Q other then saving it to harass or survive harassing.
TL;DR - Q refunding mana on minion/champ kill.
