How much magic pen can you stack?

As title states, I seem to have maxed out at 10 magic pen from reds and blues.

Or rather, how come it doesn't seem to go higher as some guides state to stack up to 20 magic pen?

I seem to be stuck at 10 magic pen no matter what runes I use. Display bug or capped now @ 10?

IIRC, the +xx only shows two digits. It doesn't round; it just drops the decimal places. So, if you get to 11.00 (you're probably at 10.xx), it should jump up to 11. The reason you're confused is because when it was 9.x, it showed the decimal because it showed two digits: x.x.

I hope this is still correct, and I hope it helps. To see if it's true: add up your runes and see if they're 10.xx or actually 11+.
