[Game Client] Can't see any summoner lvl while loading

While loading into game, I can't see any summoner lvl. but I can still see every else like ping, summoner name, summoner spell.

This was intentionally done about two patches ago to prevent leavers from vacating the game during loading depending on the summoner levels of their team.
