Nerf the tank items which in return will make Vlad and Irelia par with other champions. If you choose to nerf Irelia instead of the items, it will just force players to play other tanky characters, and the cycle will keep on repeating.

Nerfing specific things about a champion is the least-risky way to balance them since it only affects them. If you make a change in an item, it potentially effects at least 10 champions.

I think the problem isn't so much tanky dps and tank items as some characters being way too squishy
