Personally for me, it would be Twitch. I tried him when I was a newbie during a free week, and roflstomped other newbies. Saved up 6300IP to get him from level 5, got him when I was around level 20. Then I started losing with him.

I bought the Morde 2 skin pack with RP when I first started playing. I would refund that.

With IP? None of them... IP purchases are fine imo even if I hardly ever play that champion. (Vlad/MF they are both good champions but I do not like playing them)

Play long enough and you will unlock everything with IP
