So not seeing a character in a game for a while and then when said character gets a minor buff and people start using that character again we then have an OP hero. Pretty silly if you ask me since I have seen some posts that state Annie is better than Ryze in every way....so...what about her? I'm not on the forums all the time, but the only complaint I saw on Annie was the double stun thing which is being fixed. I haven't really seen "OMG nerf Annie!" posts, but I s'pose I can try the search function. Anyway, going with this post's topic and what posts have said of annie in comparison to ryze...

Ryze = OP
Annie > Ryze
Thus Annie > OP...? This mean Tibbers is godlike? >.>

Except that Spell Flux's range was not increased.

Except that Rune Prison was not even touched whatsoever.

Except that a Ryze without any survivability items is a walking free kill.
