In the game just before my last, I was Kassadin, and the other team had one too. We kept "Q"ing each other in the lane (I know, I know, that's a lot of QQing). Even after I had researched my "E" spell, it was never available -- I suspect that the enemy Q was somehow resetting my E, and vice versa. I guess it could be an undocumented feature with "E" and silence spells, but I suspect that it's a bug.
