Hello
I just found this issue when I reinstalled LoL just today on my laptop (7/1/13):
Yesterday (6/1/13) I downloaded LoL and managed to play a game

Then I upgraded my antivirus' version (ESET NOD 32 Smart Security from 5.0.93.0 to 5.0.95.0), While it was updating my laptop froze and had to restart it and recover from a restoration point. That lead to have LoL uninstalled. So I upgraded my antivirus to 5.2.15.0 and attempted to reinstall LoL. Downloaded the downloader but when I executed it it poped out this message:

I have tried everything already
-Disabling my AV (antivitrus)
-Disabling my AV's firewall
-Uninstalled PMB to get the installation from the downloader
-Uninstalled PMB and cleared the registry to reinstall
And still nothing

NOTE2: i managed to run the game at 26 fps even with those low specs
