Riot themselves check the reports when they reach a certain amount of punishes, we don't have the final say, just a good way for Riot to find the people who need banning easier.

the whole tribunal thing is fail. verbal abuse and offensive language are lame reasons for reporting someone especially since you could just mute or ignore the person. assisting enemy team? that's quite vague isn't it? Intentionally feeding is exactly the same as assisting an enemy team isn't it? again, another flaw in this tribunal. why not combine assisting enemy team, intentionally feeding and afking into one solid offense and call it "Ruining Game". And another thing... I never got why Riot tries to censor speech, do you really believe the creators of DOTA don't swear like sailors to themselves? It's the internet. There's a difference between being mature and being a child. It's the children that are reporting aka "Tattling" on each other over curse words. Mature people are the ones laughing it off.

IMO i believe that the tribunal is a little broken (more like a lot). There is a button in the options to blur words that riot feels are offensive, if the people have that unchecked, they pretty much agree that people are aloud to use these words and are okay with them, if it is checked, they can't see the word anyways, so why should it matter. Racial slurs should be in verbal abuse, because its considered ABUSE. And also, had a friend that got dc'd at the start of the game and came back at the 10 minute mark and got banned for leaving. HE CAME BACK TO THE GAME, how is that leaving...

Community semi-moderates itself. I'll report and punish for what I find offensive and if other people choose to do the same and it results in punishment for the player, so be it.
