When i tried to scroll the window downward in a game in windowed mode the camera wouldn't move downward.

How big are you playing the windowed mode. Cause if anything the bottom of the screen might be barely off screen so its not registering your on the edge of the screen cause your mouse won't go that far.
Usually I have to move the window up a few pixels to comfortably see everything
