LeBlanc hands down. Compare to Annie:

Annie at 18: 985 damage with a 2.25 AP ratio.
LeBlanc at 18: 1177 with one proc of her e (So her instant burst), 1317 with both (With a slight delay) with a 3.26 ratio with a single proc, 3.76 with both.

Essentially, she has higher flat damage with a MUCH higher ratio. She has far and away the biggest burst in the game without outstanding circumstances like a super-farmed Veigar. Her problem is that she doesn't have a big AoE stun like Veigar or the small AoE stun+two big AoE skills of Annie.

Ap shaco with a dfg and lichbane hitting from behind hits really hard. If you factor in a nest his single target dmg is way up there

i normaly put one rank in her W than i max E as much as possible .

The thing that is nice about cass is that she can pretty much most 1vs1 , or at least flee easely from one she cannot win . Ult + Q + W + EEEEEEEEEEEEEEEEE = dead

What s even more fun when your playing cass ? If your teamate are playing teemo and/or singed ! You don t need to pre poison your target , someone else is doing that for you ! Spam that E all you want and watch the kills go up
