I dont know if or how long Riot plans on implementing a Ranked version of Dominion.

However...

If you can create Dominion custom games, I can say for certain, that I will be starting a "Ranked" Dominion in house league to help it along.

I imagine they'll have a season go by with no ranks, and season 3 will be all about ranked Dominion. So sometime in mid/late 2012.

Competitive Dominion would be very cool.

I hope it doesn't come next season though. Don't need more ranked QQ as of now.

there will be ranked dominion, just not on release.
