You can't compare him directly to many of the before mentioned, because when someone brings up his CC, someone says Shen's taunt is AoE, but then forget how Rammus' decent DPS is AoE, where Shen's is not. He's just a variation of these other top tanks, a different configuration. The only reason he lags behind at all is I believe a bit of a numbers thing. Maybe his CD on his Defense Curl is a bit high to be as useful in every fight as Garen's, since Garen is much more mobile while his is up. However, Rammus' increases his DPS, so once again it's just a configuration issue.
Like I said, the numbers alone seem to be the only reason he's behind any of the others in my book, since he has all the traits of the others, but it is as if he's simply built for slightly different situations.
I have agreed with every single thing you've posted on this Tier pretty much (especially Badger Teemo), and cannot express how helpful it has been, I would just like to throw some support out for someone who I think gets a bad rap due to players being inexperienced with him, where they might normally play Shen all day and LOLURSAVED, or, I TAUNTED IN YOUR GENERAL DIRECTION AND FROM FARTHER AWAY, and just don't have the bit more finesse that Rammus may require, and that he also suffers from unfair comparisons that don't look at his whole picture.
Sorry for rambling, TL;DR I feel very Bottom of T2 was perfect for him.

I know I am quoting myself. I am doing so to raise the same points I made then, but now that Rammus has received some neat little buffs. Since you had him at Tier 2 for a while, I feel that you have, or at least had, a bit of internal conflict concerning his role and ability to fill it. This is just to spark a bit more discussion on him. With so many games starting out with Amumu, Galio, and Shen banned or picked by your opponents, you can easily be left with a first tank pick not having any of those options. Rammus I feel always has been a solid choice in these conditions, given the reasons stated in my previous post that I quoted here. Perhaps this can be justified a bit more with his number tweaking, as I felt simple numbers may have been a bit of what was holding him a small step behind the others in the first place. That, or perhaps you have never seen a Chrome Rammus in true action.(Ball of Angry Metal ftw.)
