with the lack of farming/worrying about minions in dominion I am wondering if there will be changes to nasus and veigars stacking spells. Will the stacking process be expediated to go with the lack of farm time/game time or will these champions become regulated to summoners rift?

uhh, I highly doubt you wouls farm too much in doinion, sorry

You could farm, but kills and farm are a waste of time, the only thing that will matter is getting those points and holding them as long as possible. Wasting even 10 minutes on farming will probably get you reported by your team.
