Intro:
Hey guys, I've got a lot of positive feedback on my Singed playstyle/build, and I decided to give out the information finally. I want to say, that these builds have been tested like crazy against Low/Medium/High levels of play, all working successfully. I don't want to sound arrogant, but there have been times when I take out 3/4/5 vs 1 with these builds. Without further ado...

Skills:
[Q - Toggle] Poison Trail
Singed lays a poisonous trail which deals poisonous damage for every second to units who move through it.

This move is pretty much Singed's bread and butter skill. It's his main form of damage in small group fights, and an amazing farming tool. With this at level 3, you should be able to take whole creep waves down with a lap or two.
Edit: Also wanted to add in here that it's important early game to turn this on/off, as it saves mana, and it practically gives the same effectiveness.

[W - Active/Ground] Mega Adhesive

Singed throws a vial of mega adhesive of the ground causing all enemies who touch it to be slowed for 5 seconds.

Quite possibly, one of the best slows in the game (if you can aim it). This goo has an extremely long range that most people don't abuse. Just using it when people are running away (and almost out of range) will still slow them and give you an opportunity to run in and fling them back.

[E - Active] Fling

Singed flings an enemy over his shoulder, dealing damage when they land.

An amazing initiating skill. Only problem is closing in the gap and "aiming" it just right. It does a fair bit of damage too, considering the secondary effect.

[R - Active] Insanity Potion
Singed drinks a potent brew of chemicals, granting him enhanced damage, attack speed, ability power, armor, movement speed, and regeneration for 30 seconds.

An insane ultimate, that increases Singed's damage like crazy, also providing him a ridiculously amount of regen for health and mana. The main use for this though, is to get the move speed buff. Great for taking down towers, while enemy is out of lane.

[Passive] Empowered Bulwark

Increases Singed's Health by a percentage of each mana point he possesses.

Although the % is somewhat low, this can totally be abused with the right item build.

Skill Order:
1: Poison Trail
2: Fling
3: Poison Trail
4: Fling
5: Poison Trail
6: Insanity Potion
7: Poison Trail
8: Fling
9: Poison Trail (max)
10: Fling
11: Insanity Potion
12: Fling (max)
13: Mega Adhesive
14: Mega Adhesive
15: Mega Adhesive
16: Insanity Potion (max)
17: Mega Adhesive
18: Mega Adhesive (max)

Mastery Build:

Defense: 9

3/3 - Hardness
1/3 - Resitance
4/4 - Evasion
1/1 - Nimbleness

Utility: 21

3/3 - Good Hands
1/3 - Perseverence
1/1 - Haste
4/4 - Awareness
1/1 - Greed
3/3 - Meditation
3/3 - Quickness
1/1 - Blink of An Eye (used to use this, should change it now... mainly for other champions)
3/3 - Intelligence
1/1 - Presence of The Master

The main reason why I go this build is for the movement speed buffs. The small dodge that you get will proc sometimes in battle, and just that can make the difference with the 10% move speed.

Rune Build:

9 Greater Marks of Vigor
9 Greater Seals of Vigor
9 Greater Glyphs of Vigor
3 Greater Quintessence of Swiftness

The point of this build is to give you some decent regen, while retaining the fastest movement speed. You NEVER want anyone to be faster than you. That's one of the first things I check on a character when I'm about to gank him -- his movement speed.

I know the Marks of Vigor are no longer attainable, but you can replace these ones with something else that possibly provides defense. I'd still keep the other runes of vigor on the page though, as that little regen really helps early game.

Item Build:
I have two builds I usually go. Here they are:

[Main Build/Hybrid]

1. [475] Regrowth Pendant - Great early game item that keeps you in the fight
2. [350] Boots of Speed
3. [700] Boots of Swiftness Recipe
4. [400] Sapphire Crystal
5. [500] Ruby Crystal
6. [450] Catalyst The Protector Recipe
7. [880] Blasting Wand
8. [850] Rod of Ages Recipe
9. [400] Sapphire Crystal
10. [500] Ruby Crystal
11. [450] Catalyst The Protector Recipe
12. [880] Blasting Wand
13. [850] Rod of Ages Recipe
14. [740] Negatron Cloak
15. [475] Regrowth Pendant
16. [1000] Force of Nature Recipe
17. From here, you can go more damage, and possibly get a Sunfire Cape, or get more survivability with a Guardian Angel/Banshee Veil. Both are good options.

I really enjoy this build, because it gives you a great amount of Magic Resistance, Armor, Health, Mana, and Movement Speed. You really want to abuse Empowered Bulwark to its fullest power, and I think this build capitalizes on that. It's not worth going a third Rod Of Ages, as most of the time, you won't get the maximum potential out of them.

[Alternate Build/Anti-Melee]

1. [475] Regrowth Pendant - Great early game item that keeps you in the fight
2. [350] Boots of Speed
3. [700] Boots of Swiftness Recipe
4. [700] Chain Vest
5. [1150] Giant's Belt
6. [1000] Sunfire Cape Recipe
7. [700] Chain Vest
8. [1150] Giant's Belt
9. [1000] Sunfire Cape Recipe
10. [700] Chain Vest
11. [1150] Giant's Belt
12. [1000] Sunfire Cape Recipe
13. [740] Negatron Cloak
14. [475] Regrowth Pendant
15. [1000] Force of Nature Recipe
16. Get more survivability items.

I don't really use this build anymore, as I think the other one has more utility, and this one struggles with Mana a lot more. I chose Force of Nature again because I really love the regen on it, even against melee fighters it makes a huge difference. Also, there is bound to be one caster on their team, so getting some Magic Resistance will keep him off your back. You can also go for a Phantom Dancer for Dodge, but I wouldn't recommend it.

Summoner Spells:
[Ghost
] - Amazing for chasing down enemies/phase through creeps.

[Flash] - If an enemy uses his Flash, you use yours. Very useful utility for escaping and for catching enemies off-guard.

Strategy:

[Early Game]

I usually always call solo mid, as I think Singed is a hero that can make a gigantic difference with levels, compared to other carries like Ashe, who always try to call solo. Anyway, get your item, head up to your lane, and play semi-aggressive. If an enemy is harassing you, try and scare him off by running up and then running back. If there's two enemies, just activate your poison trail and get all of the creeps hit by it. This will also get you a few kills. At around level 5, if your opponent is playing stupidly, and if you know he doesn't have Flash, you can Ghost through the creeps and quickly chase him, and Fling him back to your creeps.

The whole idea is for him to attack you, letting the creeps beat on him. Remember to activate your poison trail before you do anything though! Also, be on the lookout for an enemy harassing you by your tower. This usually happens when there's two guys in the same lane. Try and fling one back into the tower, and even if he Flashes away, the tower will still get two hits off or so.

If you somehow get that kill, you should be around 1400 gold. If you, head back and get your Boots + Sapphire crystal. Try to avoid teleporting back until you have enough gold for those items. With these two items, you should be able to help gank an allied lane. Look for the lane that's pushing the most, as this way you can use Insanity Potion to take down an enemy tower too!

[Mid Game]
Keep up the ganking, and always be on the lookout for empty lanes with lots of enemy creeps. One or two laps around enemy creeps will give Singed an amazing amount of gold. If you're around level 10, you should be able to get your Rod of Ages too. Remember to get those ASAP, as the Mana/Health bonus will certainly help for chasing.

[Late Game]
Singed late game is all about finding the right opportunity to Fling an opponent back into your group. He can also dominate an opponent one-on-one at this time, including guys like Ryze. If you're against someone like Jax, never attack him, only Fling/Poison Trail him. Also, definitely make use of Insanity Potion + Ghost to chase down enemies. After chasing them down/killing them, grab another tower to give your team even more gold. Try and use Mega Adhesive to catch an opponent lagging behind.

With one or two kills late game, you should be able to end it. Singed's ability to dominate creep waves in seconds just lets you run right past mobs with trail on. Keep doing this to get more gold until you can totally nullify enemy abilities cast on you, and you should win the game.

Closing Notes:
I really hope you guys enjoyed this guide. Any feedback/questions will be addressed immediately. Also, don't be afraid to message me in-game when I'm on. Thanks!

I like it, it's short (or just not long) but deep, it has the important info without overdetailing (does this even exist?).

The thing is, there's already a post with a build of Singed that's basically the same as this one. And I don't think people will bother posting and pointing out the same ideas all over again.

Nice guide anyway.

Well, here's some love for the guide.
I'm interested in him as well, seeing as he's an oddball hero (that doesn't seem very popular in my short experience in LoL).

How exactly does his passive work? Does it mean that it increases his max HP along with his max mana?

Okay, it grants an additional .3 Health for each point of mana he has, is what level 1 says.

Checking to see if it levels up...

Increases Singed's Health by a percentage of each mana point he possesses.

Increases. This is what the passive does. This increases.
Singed's Health. This is what the above is 'affecting.' This.
By a percentage. This is what tells us 'by what amount.' By some portion.
Of each mana point he possesses. This is what answers "percentage of what?" Of this.

Examples usually work better than being snarky, mister. Though I did laugh.

The way I saw it was that if Singed's items reflect that he should have a bonus 1000 health and 1000 mana, then he will actually have 1300 health and 1000 mana, the extra 300 from 0.3 * 1000 mana. This means that it is worthwhile to go for more mana items than it would be for other relatively low-mana-requirement characters.

I ended up testing it out, and it never levels up, it is only .3 health for every 1 mana.

I couldn't exactly make a sentence structure tree, so I went with what I had available at the time! :P
