Yeah a rioter posted that it seems to only effect teemo's shrooms and cait's traps. As for everyone else who knows

both of karthus' spells are broken now. its impossible to miss with his q and defile hits way outside of his range. I'm not sure if this has anything to do with this bug but karthus with a rylais slows anyone pretty much to a stand still, even with mercs
