I read somewhere that in Dominion you gain xp every second without doing anything. Why is that? I don't like it very much... ok it provides faster gameplay, but it lowers the skill cap by a large margin...
Can a red explain why you made that decision? I didn't find it in the q&a you made

The XP gain is there to quicken the pace of the match. Since everything else has been increased you have to normalize that with an XP increase or you're going to run into a few issues. Like some of the champions being under leveled but they can still afford Infinity Edge. The skill cap doesn't decrease by a low margin at all considering CS is not an issue in dominion. In SR it would be a huge skill cap issue considering that regardless of whether you "win a lane" or not your opponent would be the same level and roughly the same gold.

In Dominion though, it's different. You're not in a "Laning phase" against your opponents to further your teams progression. Nor do you need CS to increase your gold gain over your opponents. Tactics in Dominion is where the real skill will be tested. Can teams work together? Are you paying attention to your minimap? Are you controlling the buffs? Are you denying the opponents buffs?

The skill in Dominion will have a different element, it will rely on your team fighting and tactical decisions that are made quickly that will have an impact rather than your CS and lane management.

The xp gain doesn't hurt anything, and how does it lower the skill cap when everyone's getting it? you're all on an even playing field.

From what I recall, the point of Dominion is supposed to have a lower skill cap. For people new to the game, or people that don't want to devote hours at a time to it. It's for a more casual gamer. That being said, I'm certain that the experienced gamer will also have a lot of fun in Dominion

Ummm, I wouldn't call it a lower skill cap...I would call it a more INTUITIVE game mode. Doesn't anyone remember their first time playing a MOBA game, and how bizarre the metagame felt compared to your basic RTS/RPG?

It'll be more appealing to a casual gamer, since the metagame is straight forward and obvious. It however won't take any less skill to master. I don't see how a game mode with more focus on skirmishes, ganking, territory control, and less on farming/laning, would make it a lower skill cap.

Even though you do gain passive exp, I'm pretty sure you'll still gain more exp from champion/minion kills, albeit perhaps to lessened effect.

Plus, if you're just sitting there waiting for exp, you're not actively capturing points or killing enemies, and thus being a handicap to your team.

This is essentially correct. A big benefit of providing ambient experience to everyone is that is shrinks the potential level disparity by a great deal. Capture and hold is the most fun when teams are balanced, and if a single played can kill an entire team because he happens to be 6-8 levels higher than them things break down quickly.
