To fight off rammus you need another hero with similar MS if not tankiness. Singed is a great choice, as is teemo or eve. It's just that singed and Eve's MS steroid has a longer CD and teemos is weaker.
To counter rammus you need someone who can D 2 turrets like shaco (box up both of them to buy time to run and D it.)
Can't think of other heros who could, maybe Lux with full CDR for 30 sec ults. Had a real annoying game versus a lux when I was eve, could barely neutralize the point before she'd get to me.
