I never really under stand much about lore at all. All i know is few things like apparently lux and garen and brother and sister and so on but where can i read up bit besides the character story title.

Besides the character story title, a good place to start is the League of Legends Wiki. It is maintained very well, and most of those who maintain it are also active on the forums. I would just start by reading each city state, which will lead you to champions and events and all kinds of things. Also, be sure to read the Journal of Justice. It's a major part of the lore.

I agree, go with Sylph, though apparently it needs updating. They should probably post some sort of LoL timeline somewhere, just showing all the major events in order for new peeps to catch up.
