From my understanding of Graves' Judgement, he wants to expose Twisted Fate's "long con". Twisted Fate apparently has a devious plan that involves the League, and Graves is there to ruin it.

Though it's possible that Graves and Twisted Fate are still working together, and Graves' desire for revenge is just an intricate facade for their super con.

You also have to remember Twisted Fate is un catchable outside of league matches... He has the ability to teleport anywhere... Graves would find him take a shot at him and booom twisted is on the other side of the world.... The only way graves can kill him is by joining the league and making tf want to kill him
